Guatemala, the IAI demand to the President the end of the evictions and the opening of a dialogue committee

We are writing to you to express our grave concern over the violent evictions that have been taking place since 15th March 2011 in Miralvalle, Parana, Bella Flor, Quinch, Ingenio Chabil Utzaj, Sekokpur in Valle del Polochic, Panzós, Alta Verapaz, Retalhuleu Linea Ferrea, Domingo de Ramos, Palin Linea Ferrea.

Solidarity. We demand an end to human rights violations and the formation of a committee geared towards dialogue in order to resolve the evictions crisis in Guatemala

We are writing to you in the name of the International Alliance of Inhabitants (IAI), an international network of social organisations that has been dedicated to defending the right to housing for a number of years. We are especially committed to developing initiatives aimed at avoiding forced evictions. As such, we are a member of the United Nations Advisory Group on Forced Evictions (UN-Habitat’s AGFE).

We are writing to you to express our grave concern over the violent evictions that have been taking place since 15th March 2011 in Miralvalle, Parana, Bella Flor, Quinch, Ingenio Chabil Utzaj, Sekokpur in Valle del Polochic, Panzós, Alta Verapaz, Retalhuleu Linea Ferrea, Domingo de Ramos, Palin Linea Ferrea.

We must point out that many private security forces, legitimised by the presence of the national police force and army contingents, are employing severe violence and carrying out forced evictions on more than 800 Guatemalan families.

We, therefore, wish to remind you that these evictions are a violation of international Treaties and Conventions and every institution has a legal duty to respect, protect, promote and guarantee the right to adequate housing. It is particularly important to highlight that respecting this international regulation, including the United Nations Human Rights Council’s General Comments nos. 4 and 7 that are legal interpretations and state that any type of forced eviction contravenes the stipulations of the International Covenant on Economic, Social, and Cultural Rights (ICESCR), takes legal precedence over other regulations.

We appreciate that the voice of the communities that have been pressured to leave their homes is a legitimate voice, to which political representatives and state authorities should listen.

Therefore, we offer our full solidarity towards the families affected by such rights violations and to the social organizations that support these families. We urge the State to intervene as a matter of urgency to respect their human rights.

Mr. President,

We recognise your commitment towards national and international laws, therefore, we write to you as inhabitants of Latin America, Europe, Asia and Africa to urge you to:

  • Issue a presidential decree to stop forced evictions;
  • Establish a work group between the institutions and the communities’ social organisations to use dialogue to encourage the recognition and respect of rights to land and housing;
  • Accept a visit from our delegation to assist the implementation and monitoring of adequate solutions that are respectful of human rights.

We look forward to receiving a positive response to our request to stop the forced evictions.
